When the fax server is running as a service, printing on the fax server does not work if the latest Windows Security Patch has been installed. This problem normally happens with old ActiveFax versions and can be solved with an update to the latest ActiveFax version.
You should also make sure to enter the user name and password of the Administrator user with the menu File / Automatic Startup / Windows Service on the fax server to ensure that access to network printers is possible.
